Procurement phase update
The latest news from the RDDI project.
The Research Delivery Data and Intelligence (RDDI) programme procurement remains underway. Following a review of the requirements, updates to the phasing and prioritisation of requirements have been made and the tender period extended to support a robust and effective procurement process. These updates do not represent a material change to the overall scope or objectives of the programme.
As the project remains in an active procurement phase, very little can be shared at this time due to the commercially sensitive nature of the process. We remain committed to keeping stakeholders updated at key stages of the programme and will share further information, including next steps and outcomes, when we are able to do so.
At this stage, there are no changes to current systems, services or ways of working. Existing delivery arrangements remain in place and research delivery activity will continue as normal while the procurement process progresses.
Current systems
All current systems (e.g. CPMS, LPMS) play a crucial role in delivering clinical research across the health and care system. Current providers are contracted until at least the end of March 2027. Suitable risk mitigation arrangements are underway to support the transition of existing systems to RDDI, ensuring continuity aligned with the roll out and phased implementation of RDDI from April 2027 onwards.

Local ways of working and integrations
We recognise that organisations have developed local processes, workflows and integrations within their current LPMS solutions to meet their individual needs.
As procurement is still underway, we are not yet able to provide detailed information about the functionality, configuration options or integration capabilities that will be available within the future RDDI System.
RDDI is being developed as a national system, bringing opportunities for greater consistency and standardisation across the research delivery landscape. The extent to which existing local processes, workflows and integrations can be replicated, adapted or replaced within the new platform will depend on the capabilities of the selected solution and will be explored during the design and implementation phase.
Further information will be shared once a supplier has been appointed and detailed implementation planning begins and in the meantime we plan to continue to engage with health and care stakeholders to build our understanding of local needs.

Update on existing Service Delivery Tools
The Department of Health and Social Care (DHSC) has agreed that 4 of the current UK wide, RDN supported Service Delivery Tools, which deliver critical services, will be developed outside of the RDDI System procurement.
These are:
- UK -Wide Site Identification,
- Commercial Study Costing – Interactive Costing Tool (iCT)
- Non-Commercial study attribution – Schedule of Events Costing Attribution Tool (SoECAT)
- Eligibility for RDN support (NIHR Portfolio Application)
The RDN is leading the development of these tools to meet urgent policy and operational needs, aligning with the HRA Research Systems Programme (RSP). These Tools will be interoperable with the UK-wide RDDI system.
Further information on delivery timescales and implementation will be shared as plans are confirmed.

We aim to respond to enquiries as quickly as possible. Due to the programme’s current procurement stage, some questions may only be able to be answered once a supplier has been appointed and more detail about the system is available.
All enquiries will be logged and used to help us develop further a frequently asked questions (FAQ) resource, which will be shared with stakeholders as the programme progresses.
