Life Sciences Sector Plan: One Year On
The Government published a new progress report on delivering the Life Sciences Sector Plan, which was launched in July 2025. Since then, progress has been made against the headline objectives and targets. This update covers progress across 4 targets:
- investment in commercial research and development
- access to scale-up capital
- patient access
- foreign direct investment
Central to this progress, the UK Clinical Research Delivery figures show the average time to set up a commercial interventional clinical trial has fallen from 169 days to 122 days – with further reductions still being made. The UK is becoming a faster, more predictable, and higher-performing environment for global commercial research investment. Read reflections from some system partners: NIHR, MHRA, NICE.
The life sciences sector also currently employs around 360,000 people and generates £147 billion in turnover, with nearly half of these jobs located outside London and the South East. The Government recently published the Life Sciences Jobs Plan which complements the Life Sciences Sector Plan, and the Research workforce update for England | NIHR (more details below) which complements the 10 Year Health Plan and wider reforms to skills and employment in the sector.
UK Clinical Research Delivery Performance Indicators Report
Read the latest monthly UKCRD key performance indicators (KPIs) report which brings together data from the NIHR and the Medicines and Healthcare products Regulatory Agency (MHRA) to monitor the delivery of globally competitive clinical research across the UK. It is produced by DHSC on behalf of the UK research delivery system each month. The report provides transparent updates on progress towards our goals over time.
Recognition of High-performing NHS Trusts in Clinical Trial Delivery
Going forward, the UKCRD programme will be highlighting Trusts with high study-set up performance using a rolling 12-month average or, for Trusts that completed 10 or more studies in the past 12 months, performance across their most recent 10 studies.
Trusts achieving a Global or European First will also be highlighted, reflecting rapid and responsive trial set up.
We will continue to review and may iterate the criteria used to highlight Trusts each month, to ensure strong study set-up performance across different kinds of Trusts is being recognised.

Recent success stories
- Commercial Research Delivery Centres (CRDC) UK Network supporting three flagship commercial obesity studies
The first participant for a global clinical trial in obesity has consented in the CRDC: Leicestershire and Northamptonshire team at the University Hospitals of Leicester NHS Trust. The successful identification, screening, consenting and recruitment of this participant reflects the expertise and determination of the research delivery teams, supported by national coordination across the CRDC UK Network. Read more about how the CRDC UK Network is supporting Kailera Therapeutics to bring its first studies to the UK and reach these parallel first subject milestones across multiple studies. - Wales brings innovative cancer screening research closer to communities
A landmark UK-wide clinical trial investigating a ‘pill-on-a-thread’ test that could help detect oesophageal cancer earlier has now opened in Wales, coordinated by Health and Care Research Wales and funded by the Welsh Government. The BEST4 Screening Trial is using mobile screening vans to bring research directly into communities, making it easier for people to take part closer to home while generating evidence that could improve early diagnosis and reduce pressure on NHS services.
- Local collaboration unlocks commercial research for Falmouth general practice
With years of experience delivering non-commercial clinical trials, the team at Falmouth Health Centre has successfully bridged the gap between conducting non-commercial studies and securing their first commercial contract. They achieved this through streamlining processes, adopting prices from the UK-wide Interactive Costing Tool and close collaboration with CRDC: Cornwall and Isles of Scilly, NIHR Regional Research Delivery Network – South West Peninsula, and Royal Cornwall Hospitals NHS Trust. The University of Nottingham Health Service, an NHS general practice based on the University of Nottingham campus, is one of several UK sites delivering the BiVISTA study. This study, funded by the Serum Institute of India, is evaluating a new vaccine preventing typhoid and paratyphoid fever. The practice strengthened its research capability through NIHR Research Delivery Network (RDN) strategic funding which has supported workforce development through a structured mentorship model that helps GPs, pharmacists and practice staff gain the skills and experience needed to deliver complex research within primary care.
